HomeMy WebLinkAbout~Master - Adaptive Reuse for North Grand Mall RESOLUTION NO. 07-148 RESOLUTION APPROVING, SUBJECT TO CONDITIONS, THE ADAPTIVE REUSE APPLICATION AND MAJOR SITE DEVELOPMENT PLAN FOR THE STREETS OF NORTH GRAND MALL WHEREAS, the City has received an application for Adaptive Reuse and Major Site Development Plan for the Streets of North Grand Mall; and, WHEREAS, the proposed Adaptive Reuse Application and Major Site Development Plan comply with the applicable submission requirements of Sections 29.306 and 29.1502(4)(c) of the Ames Municipal Code; and, WHEREAS,the Planning and Zoning Commission,following public hearing,recommended approval of the proposed Adaptive Reuse Application and Major Site Development Plan with stipulations; and, WHEREAS,the City Council,after public hearing,finds that the proposed Adaptive Reuse Application meets the purpose ofthe Adaptive Reuse provisions based on economic value to the City and further finds that the long-term benefits of the proposed adaptive reuse outweigh any negative impact on the neighborhood of the proposed project and on the City; NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the Adaptive Reuse Plan and Major Site Development Plan are approved subject to submission of a revised landscaping plan that is in conformity with the site plan and is approved by City staff as meeting the conditions that follow: I. Placement of stamped and/or scored colored concrete at prominent locations within the parking lot,including entrance drives,intersections,and along the main entrance to the Mall; and 2. Buffering of the residential apartment building to the south by installing a masonry wall at the back end of the landscaped strip next to the apartment site and covering the wall with espaliers or similar landscaping treatments that will provide landscaped covering on and in front of the wall; and 3. Placement of trees along the boundary of the entire Mall site sufficient to achieve an average spacing of thirty feet; and 4. Placement of pedestrian scaled decorative pole lights both along the entire length of the driveway between 24th Street and 30th Street(spaced on the end of every other parking aisle), and along both sides of the Grand Avenue Entrance drive; and 5. Extension of designated pedestrian walkways from the Mall to Ferndale Avenue on the west, 30th Street on the north, and 24th Street on the south. 6. Compliance with all other landscape requirements of the Ames Municipal Code. BE IT FURTHER RESOLVED that, upon satisfaction of the conditions described in paragraphs I through 6 above, the minimum Floor Area Ratio requirements for the site are waived; and BE IT FURTHER RESOLVED that, upon satisfaction of the conditions described in paragraphs 1 through 6 above,the City hereby grants permission to use areas within the public right-of-way and adjacent to the site to satisfy landscaping requirements as provided in Section 29.306(3)(b) of the Ames Municipal Code; and BE IT FURTHER RESOLVED that, upon satisfaction of the conditions described in paragraphs 1 through 6 above,the City Council determines that the surface parking lot landscape plan meets the purposes described in Section 29.403(4)(a) of the Ames Municipal Code; and BE IT FURTHER RESOLVED that,prior to any permit issuance,the applicant must submit to and receive approval from the Public Works Department for construction plans compliant with all standards for public improvements; and BE IT FURTHER RESOLVED that, prior to clearing, grading, or issuance of building permits, the applicant must obtain a Construction Site Erosion and Sediment Control (COSESCO)permit; and BE IT FURTHER RESOLVED that building permits for the proposed redevelopment shall not be issued until the associated Preliminary Plat for this site has received final plat approval and the plat has been recorded.
