HomeMy WebLinkAbout~Master - Amendments to Section 8 Rental Subsidy Program RESOLUTION NO. 07-114 RESOLUTION APPROVING AMENDMENTS TO CITY'S ADMINISTRATIVE PLAN IN CONNECTION WITH THE SECTION 8 RENTAL SUBSIDY PROGRAMS FOR THE CITY OF AMES WHEREAS, as part of the administration of the Section 8 Rental Housing Subsidy Programs, all Public Housing Authorities (PHAs) are required to revise and/or amend its discretionary policies and procedures in their Administrative Plans to conform to HUD's regulations of the Section 8 Rental Housing Subsidy Programs; and, WHEREAS, as part of the updated 2007/08 Annual Plan, and in consultation with the Resident Advisory Board, staff reviewed the policies and procedures and found that several of the policies needed to be updated to be in compliance with HUD regulations and to revise/clarify some discretionary policies to be able to implement the programs more efficiently and effectively; and, WHEREAS, City Council previously authorized the Housing Coordinator, after consultation when required with the Resident Advisory Board, to make minor changes, clarifications, and/or additions to the City's Section 8 Rental Housing Subsidy Program Administrative Plan, as needed; and, WHEREAS,at least once a year,the Housing Coordinator will bring the revisions and/or clarifications made to the Program Administrative Plan to the Governing Board for adoption; and, WHEREAS, requested additions and/or clarifications to the Administrative Plan including: (1) Implementation of new HUD regulation under the Violence Against Women Act, (2) Clarification of definition of a Displaced Family to include single individuals, (3)Expansion of definition of a sex offender to comply with any state law,(4)Clarification of definition of acceptable documentation for the verification of Social Security Number for Resident Aliens, (5) Expansion of property owner's obligation to include a termination and/or reimbursement to the Housing Authority of assistance paid after receiving one reminder notice for failing to meet their contractual obligations, and (6) Clarification of the "eligible housing" that includes university housing units that do not receive any local or state subsidy,or are not considered college dormitories. NOW, THEREFORE, BE IT RESOLVED by the Ames Housing Governing Board of the City of Ames, Iowa, that the amendments to the Section 8 Rental Assistance Administrative Plan are hereby approved.
