RESOLUTION APPROVING AMENDMENT TO 2006/07
CDBG ANNUAL ACTION PLAN PROJECT
FOR THE CITY OF AMES
WHEREAS,as part of the Community Development Block Grant(CDBG)program regulations,the City
must develop an Annual Action Plan that outlines the program activities that will be undertaken to address or meet
the needs of the housing and community development goals and priorities identified in the Consolidated Plan;and,
WHEREAS,the Annual Action Plan can address one or all of the goals and priorities; and,
WHEREAS,in May 2006,the City submitted its 2006/07 Annual Action Plan and received approval from
the Department of Housing and Urban Development (HUD) outlining the following program activities: renter
affordability program;minor repair assistance program for non-profits;neighborhood sustainability program;and,
homebuyer assistance program; and,
WHEREAS, as part of the City's 1993/96 Flood Recovery Buy-Out Program, one of the major goals of
the program was attempting to acquire and demolish all of the properties that were identified to be located within
the 1%annual change flood(100-year flood)and the floodway fringe; and,
WHEREAS,the City was able to purchase and demolish 27 of the 33 eligible properties, and of the six
remaining properties,three are located directly within the floodway fringe; and,
WHEREAS,staff has determined that it would be in the City's best interest in floodplain management to
pursue removal of the remaining three properties when the opportunity avails itself, and,
WHEREAS,the property owner(s)of 328 South Russell Avenue are interested in selling their property to
the City,and given the above-mentioned goals,staff s research found that up to 30%of its CDBG funding can be
utilized for a non-low-and moderate-income community benefit; and,
WHEREAS, in order to pursue the purchase and demolition of the subject property, the City's 2004/09
Consolidated Plan requires that significant program changes to the current year's Action Plan must be made
available to the public for a 30-day comment period; and,
WHEREAS,the comment period ended on February 10,2007,with no comments received.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the
submittal of the City's amended 2006/07 CDBG Annual Action Plan with the projects as presented above is hereby
approved.
