RESOLUTION APPROVING SHILL-BASED PAY PLAN FOR
WATER AND POLLUTION CONTROL DEPARTMENT
MAINTENANCE POSITIONS
FOR THE CITY OF AMES
WHEREAS,in January 2005,an employee team was formed to evaluate the potential for implementing
a skill-based pay system for maintenance positions in the Water and Pollution Control Department,and the trigger
for considering a change in the maintenance structure ofthe department was two consecutive,difficult recruitment
efforts for a Maintenance Worker vacancy; and,
WHEREAS,managers in the department were finding it difficult to use the generic Maintenance Worker
job description to attract candidates with the requisite skills;and,
WHEREAS,in addition to the recruitment problems,the department was also experiencing difficulties
with retaining qualified maintenance staff, and,
WHEREAS, the skill-based pay plan being proposed will preserve the existing Maintenance Worker
classification as the entry-level position,and employees hired into that position will continue to progress through
the four-step wage scale just as they do now; and,
WHEREAS, under the proposed skill-based pay system, however, employees will have the option to
voluntarily complete a series of requirements to self-promote into a new Maintenance Technician I classification,
then into a new Maintenance Technician II classification that is essentially equivalent to the current Senior
Maintenance Worker classification used in the Department; and,
WHEREAS,there are currently a total of five positions in the Department that would be covered by this
proposal; and,
WHEREAS,because the proposed skill-based pay plan includes elements that are covered by an existing
labor agreement with the International Union of Operating Engineers Local 234, it was presented to the IUOE
membership for approval,and the membership granted their approval of the proposed plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the
establishment of a skill-based pay system for the Water and Pollution Control Department's maintenance positions
is hereby approved.
