RESOLUTION APPROVING THE MASTER PLAN FOR THE PROPOSED
LIFESTYLE CENTER AND POWER CENTER IN THE O-GNE OVERLAY
DISTRICT
WHEREAS,the City has received a proposed Master Plan for the development of a lifestyle
center and power center in the O-GNE Overlay District; and,
WHEREAS, the proposed Master Plan complies with the applicable submission
requirements of Municipal Code sections 29.1200, 29.1202, and 29.1502; and,
WHEREAS,the Planning and Zoning Commission following public hearing recommended
approval of the proposed Master Plan with five stipulations; and,
WHEREAS,the City Council after public hearing finds that the proposed Master Plan meets
the guidelines and standards of the O-GNE Northeast Gateway Overlay District and also meets the
purposes of landscaping requirements for the surface parking lots as described in Municipal Code
section 29.403(4a).
NOW,THEREFORE,BE IT RESOLVED,by the City Council of the City of Ames, Iowa, that
the Master Plan for the development of a lifestyle center and power center in the O-GNE Overlay
District is approved with the five stipulations that follow:
1. In.any outparcel of the Lifestyle Center or Power Center adjacent to the
central entrance boulevard, all building facades facing the central entrance
boulevard shall be located no more than 80 feet and no less than 65 feet from
the centerline of the central entrance boulevard. The total length of all such
building facades facing the central entrance boulevard shall be no less than
35 percent of the total length of the property boundary along the central
entrance boulevard. Although drives are allowed,no parking shall be located
between the building facades facing the central entrance boulevard and the
central entrance boulevard (Attachment A illustrates this stipulation).
2. There shall be a building setback of ten(10) feet from the roadway property
line of any other outparcels. In the absence of a property line for the
roadway, the setback shall equal a distance of forty (40) feet from the
centerline of the roadway.
3. Although architectural elevations in the Master Plan documents for the
anchor stores are presented for illustration purposes,they include variations
in building height and mass, roof forms and lines, wall planes, color,
materials, textures, and emphasis on entrances and other features that meet
the "Guidelines for Building Design". To assure compliance of the Major
Anchor stores with the"Guidelines and Standards for Building Design",the
City Council reserves its approval of the exterior building facades, pending
submittal of additional information regarding the building design and
materials at the time the Major Site Development Plan for each Major Anchor
store is considered for approval by the City Council.
4. Since the Master Plan documents do not include architectural design detail
for the outparcel buildings, or for the Power Center buildings, the City
Council reserves the right to require that the Master Plan be revised prior to
considering a Major Site Development Plan for any of these buildings.
5. Although the architectural elevations in the Master Plan documents for the
Speciality Stores and Minor Anchors in Lifestyle Center meet the"Guidelines
for Building Design," to assure compliance of the exterior spaces between
buildings in the Lifestyle Center with the guidelines and standards for
"overall design", "site layout'and "landscaping" features, the City Council
reserves its approval of the shopping street, pedestrian plaza, and other
exterior areas of the Lifestyle Center, pending the submittal of additional
information at the time of submittal of Major Site Development Plans for this
portion of the development.
