HomeMy WebLinkAbout~Master - Revisions to Purchasing Policies and Procedures RESOLUTION NO. 06-505 RESOLUTION APPROVING REVISIONS TO PURCHASING POLICIES & PROCEDURES FOR THE CITY OF AMES WHEREAS, revisions to the Purchasing Policies & Procedures were last approved on November 23, 2004; and, WHEREAS, the new Iowa bidding law changes the threshold for formal bids for public improvements from $25,000 to $100,000, except streets/highways, bridges, and culverts (have a threshold of$57,000); and, WHEREAS,a second process,called"competitive quotations,"has also been added in the new law and applies to public improvement bids(except for streets/highways,bridges,and culverts); and, WHEREAS,bids for the repair and maintenance of public facilities and improvements are now also subject to the statutory bidding requirements; and, WHEREAS, the Code of Iowa requires that the City Council approve expenditures for "projects" in excess of$25,000, and the City Council will be provided with a listing at each regular meeting that will show expenditures of less than$50,000,but more than$25,000,authorized by staff during the preceding period; and, WHEREAS, cost will be a required criterion for evaluation of all bids and proposals unless otherwise directed by federal or state requirements, or documented in project records; and, WHEREAS,the $1,500 bid exemption has been deleted in regard to purchases from officers and their family members,thus,all purchases must be the result of bids(just as they are for employees and their family members). NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the proposed purchasing policies, as outlined above, are hereby approved and will become effective January 1, 2007.
