RESOLUTION AUTHORIZING TEMPORARY ADDITION
OF 1.5 FTE FROM JANUARY 1 TO JUNE 30,2007,FOR THE
WATER AND POLLUTION CONTROL DEPARTMENT
FOR THE CITY OF AMES,IOWA
WHEREAS, in October, Water and Pollution Control (WPC) Director Tom Neumann informed the City
Manager of his desire to retire from his position as Director in mid-to late-year 2007; and,
WHEREAS, the WPC Director has agreed to a unique proposition that would greatly benefit the City by
mitigating the organizational trauma that results from the retirement of a long-tenured department head;and,
WHEREAS,Mr.Neumann has indicated a willingness to step down as the department director as of January
1,2007,but remain a City employee in a newly created second Assistant Director position until June 30,2007,to assist
in completing a select few high-priority projects; and,
WHEREAS, specifically, his assignments would include the security of a National Pollutant Discharge
Elimination System(NPDES)Permit for the Water Pollution Control Plant,updating the water and wastewater service
contracts with the utility's largest customers,and assisting in revising the water and sewer rate structures;and,
WHEREAS,in addition,Mr.Neumann will be available to provide information to the new Director,something
which will help make this transition much smoother than the more typical case where the years of accumulated
knowledge of the Director is lost; and,
WHEREAS,in order to implement this transition plan,a new temporary position for Mr.Neumann must be
created; and,
WHEREAS,the position will be classified as an Assistant Director at pay grade 63,a classification that he held
earlier in his career,but will have none of the supervisor or managerial responsibilities of the existing position;and,
WHEREAS, staff is also concerned about maintaining the productivity of the administrative work group in
the WPC Department during this transition,and it is proposed that the two 3/4-time Environmental Engineer positions
be increased to full-time from January 1 to June 30,2007; and,
WHEREAS,it is estimated that the cost of this transition plan will be approximately$34,000,which will be
allocated equally between the Water and Sewer Funds.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the creation
of a new temporary Assistant Director position and the temporary increase in engineering staff by 0.5 FTE for the
Water and Pollution Control Department from January 1 to June 30,2007,are hereby approved.
