HomeMy WebLinkAbout~Master - Developer's Agreement for Wal-Mart's Subdivision, 1st Addidtion RESOLUTION NO. 06-346 RESOLUTION APPROVING DEVELOPER'S AGREEMENT FOR WAL-MART'S SUBDIVISION, 1ST ADDITION, FOR THE CITY OF AMES,IOWA WHEREAS,the City Council approved the Preliminary Plat for the Wal-Mart Subdivision on April 25, 2006; and, WHEREAS, since that date,City staff has been working with representatives from Wal-Mart to facilitate the construction of a new store along South Duff, south of Southeast 5t' Street; and, WHEREAS, Wal-Mart will be requesting the Council's approval of a Final Plat to allow construction to proceed, however, before an approval of a subdivision plat can be granted, Ames Municipal Code requires that an agreement be finalized outlining responsibilities for installing public improvements; and, WHEREAS, those responsibilities are detailed in the Development Agreement; and, WHEREAS, in addition to those responsibilities, Wal-Mart has agreed that the following environmental initiatives will be implemented at the new facility: 1. The store will include a daylight harvesting system, including skylights, electronic dimming ballasts, computer-controlled daylight sensors, etc. 2. The store will have an Energy Management System,which dims sales floor lighting to about 75%illumination during the evening and night hours resulting in a reduction in demand for electricity and reduction of green house gas generation. 3. The most energy-efficient lighting system on the market, T-8 fluorescent lamps and ballasts, will be used. 4. "Low mercury"lamps will be used at the store. Wal-Mart will be recycling them out of concern for the environment. 5. The store will be part of a revolutionary new Centralized Energy Management System, which allows for central control in the home office in Bentonville, Arkansas, of all heating, air conditioning, refrigerating, and lighting systems at all times. 6. The store will utilize LED lighting in internally illuminated building signage. 7. Non-sales areas will have occupancy sensors to detect activity in a room and automatically turn off lights when the space is unoccupied. 8. The proposed store will be utilizing "super" high-efficiency units, which are rated at 11.25. 9. The "white" membrane roof system should reduce the cooling load of the store, and thus, the energy consumption,by approximately 8%. 10. Almost 70% of the hot water needs for the store will be generated by the reclaimed waste heat from the refrigeration system. 11. The store will be actively dehumidified (to allow to operate at a higher temperature, use less energy, and allow the refrigeration systems to operate more efficiently). 12. Instead of using heating elements to reduce the condensation on freezer doors, a film will be installed, which will require no energy consumption. 13. Wal-Mart's site specifications now include provisions to include up to 25%fly ash in exterior concrete mixes (to reduce the amount of natural resource material used). 14. Low flow, sensor-activated faucets will be used in the restrooms. WHEREAS,in addition to the above,the City requires annual certification of the storm water filtration system. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the Development Agreement for Wal-Mart's Subdivision, 1 st Addition, is hereby approved with the 15 above-listed stipulations.
