HomeMy WebLinkAbout~Master - Federal Funding for Grand Avenue Extension RESOLUTION NO. 06-263 RESOLUTION APPROVING FEDERAL FUNDING AGREEMENT FOR GRAND AVENUE EXTENSION (SOUTH 4TH STREET TO LINCOLN WAY) FOR THE CITY OF AMES, IOWA WHEREAS, the Ames Area Metropolitan Planning Organization's (AAMPO) Long-Range Transportation Plan (LRTP) identifies the need to extend Grand Avenue from Lincoln Way to South 16`h Street; and, WHEREAS,the first phase of this extension was completed, and the next phase will extend Grand Avenue south to Squaw Creek Drive; and, WHEREAS, in working with our congressional delegation during the fall of 2005, the mayor and council were able to secure funding through the new federal transportation bill for the second phase of the Grand Avenue Extension Project; and, WHEREAS, this project has been identified to receive up to $4,000,000 in Federal High Priority Project funds for eligible engineering and construction costs; and, WHEREAS, since receiving this federal earmark, City staff has been informed that the funds from the transportation bill are scheduled to be distributed in equal payment over a five-year period, and the amounts ultimately appropriated for the earmarks in the bill will equal only$3,300,000; and, WHEREAS,the Iowa Department of Transportation(IDOT)has offered the possibility for the City to be provided IDOT funds in advance of receiving the federal funds so that Ames can complete this important project in 2007/08 rather than waiting five years to obtain the federal funds; and, WHEREAS,the Federal-aid Agreement with the IDOT allows the City to be reimbursed for expenses related to the design, construction,and right-of-way purchase for the project in advance of the distribution of the federal funds to the IDOT and calls for a reconciliation to compensate either party should the total federal commitment be revised over the next five years. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the Federal-aid Agreement with the Iowa Department of Transportation providing an estimated $3,300,000 in High Priority Projects Federal funds for the Grand Avenue Extension (South 4t'Street to Lincoln Way) is hereby approved.
