HomeMy WebLinkAbout~Master - Loan Agreement with Iowa Finance Authority RESOLUTION NO. 06-165 RESOLUTION APPROVING LOAN AGREEMENT WITH THE IOWA FINANCE AUTHORITY (IFA) FOR FUNDS UNDER THE OURHOME SINGLE-FAMILY REHABILITATION REVOLVING LOAN PROGRAM IN CONNECTION WITH THE AMES/STORY COUNTY PARTNERSHIP AFFORDABLE HOUSING PROGRAM FOR THE CITY OF AMES, IOWA WHEREAS, the ASCP includes the cities of Ames, Collins, Colo, Maxwell, McCallsburg, Nevada, Zearing, and the unincorporated areas of Story County; and, WHEREAS, one of the affordable housing program components of the Ames/Story County Partnership (ASCP) has been the administration of a Minor Repair Program for single-family homeowners, and there currently exists a waiting list of homeowners needing this type of assistance; and, WHEREAS, at their January 2006 meeting, the Partnership recommended that the City of Ames, as the ASCP Program Administrators, prepare an application to be presented to the Ames City Council for approval and submittal to IFA for funds under the OurHome Program. WHEREAS, on March 28, 2006, the IFA, under their OurHome Single-Family Rehabilitation Revolving Loan Program, approved a loan in an amount not to exceed $150,000 to the Ames/Story County Partnership (ASCP); and, WHEREAS, under the OurHome Program, the Iowa Finance Authority will provide funding in the form of a low-interest-rate loan of three percent to the City of Ames on behalf of ASCP; and, WHEREAS, the ASCP's housing bank, beginning July 1, 2006, will have a fund balance of approximately $300,000, of which up to $150,000 will be earmarked to cover the loan from IFA in case any of the approved homeowners were to default on their loan payments. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, supports the City of Ames on behalf of the ASCP to sign the Loan Agreement and other loan documents with Iowa Finance Authority for loan funds under their OurHome Single-Family Rehabilitation Revolving Loan Program and the earmarking of $150,000 from the Ames/Story County Partnership Affordable Housing Program housing bank to cover the loan should homeowners default are hereby approved.
