HomeMy WebLinkAbout~Master - 2006/07 Annual Action Plan projects re: CDBG RESOLUTION NO. 06-059 RESOLUTION APPROVING 2006/07 ANNUAL ACTION PLAN PROJECTS IN CONNECTION WITH THE CDBG FOR THE CITY OF AMES,IOWA WHEREAS,in order to receive Community Development Block Grant(CDBG)funds,the City must submit a Consolidated Plan to the Department of Housing and Urban Development(HUD); and, WHEREAS,the Consolidated Plan is the planning document for the jurisdiction and requires detailed background information on the community derived from both census data and other comprehensive studies performed by the community; and, WHEREAS, the Plan must identify, over a five-year period, the goals and priorities to address the housing and community development needs of low-and moderate-income persons and of non-, low-and moderate-income persons in the community; and, WHEREAS,the following goals and priorities have been submitted and approved by HUD in August 2004: 1)funds should be used for the construction/acquisition/rehabilitation of affordable housing and support to homeowners,homebuyers,and renters to obtain and remain in affordable housing;2)funds should be used to support a continuum of new or expanded housing and services targeted for homeless,transitional housing clients, and persons with special needs; 3) funds should be used to increase or improve public facilities, infrastructure, and services; 4) funds should be used to expand opportunities by assisting with business development and by providing training and access to employment; and, 5) funds should be used to support activities and services that meet the social,health,recreational,and educational needs of low-and moderate- income residents; and, WHEREAS,the Consolidated Plan requires that the City develop an Annual Action Plan that outlines the program activities which will be undertaken to address or meet those goals and priorities; and, WHEREAS, on January 16, 2006, the City received notification from HUD that for the fiscal year beginning July 1, 2006, the City will receive $502,589 in CDBG funds, which is a $60,145 reduction in comparison to the 2005/06 allocation; and, WHEREAS, taking into consideration that the 2006/07 funding allocation has been significantly reduced,the proposed program activities in the Action Plan are a continuation of the 2005/06 activities with some minor expansions, clarifications, and program name changes. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the 2006/07 proposed Annual Action Plan Program Projects in connection with the City's community Development Block Grant Program is hereby approved as attached hereto.
