RESOLUTION AWARDING CONTRACT INSTALLATION OF SECURITY SYSTEM
AT THE WATER PLANT
FOR THE CITY OF AMES,IOWA
WHEREAS,in April 2003,staff solicited proposals for the design and installation of security systems
for the Water Treatment Plant and Water Pollution Control Plant; and,
WHEREAS,five firms submitted conceptual proposals and equipment specifications,and because each
proposal differed in the number, type, and placement of equipment, the selection process was based on a
qualitative evaluation of the proposals; and,
WHEREAS,the foremost criterion was the ability to adequately monitor key areas of the facilities in
the most cost-effective manner; and,
WHEREAS,based on the evaluation of the proposals,staff selected PerMar Security Services of Des
Moines and proceeded to install a closed-circuit surveillance system only at the Water Pollution Control Plant;
and,
WHEREAS, during and following installation of the Water Pollution Control Plant camera system,
staff has been very dissatisfied with the quality of work provided by PerMar„thus it was decided not to pursue
another contract with PerMar for the new system to be installed at the Water Plant; and,
WHEREAS, staff requested that Baker Group, the firm identified as the second choice, update its
original proposal; and,
WHEREAS, Baker Group's proposal includes all necessary components, except for electrical work
and computer equipment,however,a separate proposal has been received from Jetco Electric for the electrical
work not included in Baker's proposal; and,
WHEREAS, staff will procure the necessary computer equipment through the city's Information
Services Division; and,
WHEREAS, funding of$150,000 is included for this work in the 2005/06 budget.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that formal
bidding requirements are waived, and the award of contract to Baker Group of Des Moines, Iowa, for the
installation of the security system at the Water Plant in the amount of$73,800.00 is hereby approved.
ADOPTED THIS 20th day of December,2005.
