RESOLUTION APPROVING ADOPTION OF THE NATIONAI. INCIDENT
MANAGEMENT SYSTEM FOR THE CITY OF AMES, IOWA
WHEREAS, the President of the United States in Homeland Security Directive (HSPD)-5
directed the Secretary of the Department of Homeland Security to develop and administer a
National Incident Management System (NIMS) as being the requisite emergency management
system for all political subdivisions; and,
WHEREAS, emergency preparedness, response, and recovery to critical incidents,
whether natural or manmade, requires integrated professional management; and,
WHEREAS, Unified Command of such incidents is recognized as the management
model to maximize the public safety response, to include, but not limited to the use of
standardized terminology for multi-agency response, standardized organizational structures,
uniform personnel qualification standards, uniform standards for planning, training, and
exercising, comprehensive resource management, and designated incident facilities during
emergencies or disasters; and,
WHEREAS, failure to adopt NIMS as the requisite emergency management system may
preclude reimbursement to the City of Ames for costs expended during and after a declared
emergency or disaster and for training and preparation for such disasters and emergencies.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames,
Iowa, that adoption of the National Incident Management System for the City of Ames, Iowa is
hereby approved.
ADOPTED THIS 22"d day of November 2005.
