HomeMy WebLinkAbout~Master - 28-E Agreement for Pre-Disaster Mitigation Grant RESOLUTION NO. 05-440 RESOLUTION APPROVING INTERGOVERNMENTAL AGREEMENT WITH IOWA STATE UNIVERSITY FOR PRE-DISASTER MITIGATION GRANT FOR THE CITY OF AMES,IOWA WHEREAS,the Federal Emergency Management Agency(FEMA)requires an approved disaster mitigation plan in order to receive some types of disaster recovery funding; and, WHEREAS,the City of Ames'previous mitigation plans no longer meet the new federal requirements,and both Ames and Iowa State University need a new mitigation plan to qualify for federal assistance associated with a natural or man-made disaster; and, WHEREAS,in February 2005,the Council approved the submittal of an application for a FEMA-provided grant; and, WHEREAS,this grant program assists communities in the development of plans to minimize the impact of natural and man-made disasters, and plans developed in this program are expected to meet FEMA eligibility requirements for disaster assistance; and, WHEREAS, City departments are collaborating with ISU in the development of a joint Pre-Disaster Mitigation plan; and, WHEREAS, FEMA has approved a cash grant of$58,406 with an in-kind match valued at$9,735 each required from the City and ISU; and, WHEREAS,consulting services will be sought to produce the pre-disaster mitigation plan,and the City and ISU have agreed to divide the development of the pre-disaster mitigation plan as follows: 1)the City administering the procurement process for consulting services; 2) the City providing administrative oversight; 3) the City providing financial oversight and administration; 4) ISU providing technical support for data collection and assistance to the chosen consultant;5)each jurisdiction providing the consulting firm background information and technical data; and 6)each jurisdiction providing requested research,costumer survey,and input. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the intergovernmental agreement with Iowa State University for the$5 8,406 pre-disaster mitigation planning grant from the Federal Emergency Management Agency is hereby approved.
