HomeMy WebLinkAbout~Master - Contract to purchase three buses RESOLUTION NO.05-424 RESOLUTION APPROVING PURCHASE OF THREE BUSES FROM ORION BUS INDUSTRIES FOR THE CITY OF AMES,IOWA WHEREAS,Cy-Ride has received a Federal Transit Administration(FTA)capital grant administered by the Iowa Department of Transportation(IDOT)for two new low-floor buses; ;and, WHEREAS,one additional bus will be purchased through the Transit Intensive Cities Program,which is a new FTA program that provides capital funds directly to Cy-Ride;and, WHEREAS, the Des Moines MTA receives grants for new buses through a separate program for cities with populations greater than 200,000;and, WHEREAS, the Des Moines MTA staff has elected to use a "Request for Proposals" procedure instead of a specification/low bid procedure in accordance with FTA guidelines,and they have also elected to structure the purchase so that buses can be purchased over a five-year period;and, WHEREAS,the Des Moines MTA intends to purchase a mix of 35-and 40-foot low-floor buses as well as 30-foot high floor buses,and the proposal format was structured so that they could purchase up to 20 buses per year;and, WHEREAS,the Des Moines MTA included an option for Cy-Ride to purchase up to four buses per year,and Cy- Ride participation is voluntary and there is no contractual commitment to purchase any buses through this process;and, WHEREAS,Cy-Ride staff worked with the Des Moines MTA staff in developing the specifications and evaluation criteria,and proposals were received and evaluated;and, WHEREAS,the price per bus for delivery in Ames from Orion Bus Industries is$289,303;and, WHEREAS,the City of Ames Purchasing Division is comfortable with the bidding process,but needs additional documentation from the manufacturer to comply with FTA administrative requirements;and, WHEREAS,because two buses are funded through the IDOT,its concurrence is needed;and, WHEREAS,the total cost for three buses is$867,909,and FTA grants will pay$720,364 and Cy-Ride will provide a local match from the Cy-Ride Capital Fund of$147,545. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that award of contract for three 40-foot low-floor buses to Orion Bus Industries, subject to Iowa Department of Transportation concurrence and receipt of FTA certifications from the manufacturer,is hereby approved.
