HomeMy WebLinkAbout~Master - Temporary staffing increase for WPC Plant RESOLUTION NO. 05-400 RESOLUTION AUTHORIZING TEMPORARY STAFFING INCREASE FOR WATER POLLUTION CONTROL PLANT FOR THE CITY OF AMES,IOWA WHEREAS,the Water Pollution Control(WPC)Plant is staffed 24 hours a day,seven days a week, and this level of coverage requires approximately 5.5 full-time equivalent(FTE)plant operator positions; and, WHEREAS,the plant employs six full-time operators who provide rotating shift coverage,including periodic maintenance shifts; and, WHEREAS, one of the WPC Plant operators is a member of the Army Reserve and has recently received notice that his unit is being activated for an extended deployment for at least one year and potentially as long as two years beginning approximately mid-October; and, WHEREAS, during long-term absences such as extended illnesses, various members of the plant maintenance staff, who possess the appropriate state licenses, have covered the operating shifts while seasonal,part-time hires have filled some of the maintenance void; and, WHEREAS, in this current situation,however,where the absence is of such an extended duration, staff believe that inadequate maintenance support will occur if the permanent maintenance staff are reduced; and, WHEREAS, it is proposed that the vacant operating position be covered by using the WPC Plant maintenance staff as in the past, but in order to cover the necessary maintenance activities, staff request temporary authorization to immediately add an additional 1.0 FTE maintenance worker position; and, WHEREAS,that position will be a permanent,full-time employee that will be laid offby a reduction in force when the operator returns from Reserve duty. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the temporary FTE increase for maintenance worker at the WPC Plant is hereby authorized.
