HomeMy WebLinkAbout~Master - Clothing and equipment allowance for Police Department RESOLUTION NO. 05-363 RESOLUTION AUTHORIZING CLOTHING AND EQUIPMENT ALLOWANCE FOR POLICE DEPARTMENT FOR THE CITY OF AMES, IOWA WHEREAS,the City provides uniforms for members of the Ames Police Department, and for at least 30 years, the City has also paid a clothing and equipment allowance to department members who serve in plain clothes assignments; and, WHEREAS, the clothing allowance is intended to compensate individuals for personal clothing damaged in the course of their work, and the equipment allowance provides funding for specialized gear needed to carry out that work; and, WHEREAS, payment of these annual allowances is made to unionized employees under terms of a collective bargaining agreement which is periodically approved by Council resolution; and, WHEREAS,it was recently noted that Council approval of these allowances has never been given for non-union command staff,therefore,since these allowances constitute compensation under IRS regulations, Council action is needed; and, WHEREAS,this resolution contains the following elements: upon recommendation by the Police Chief, the City Manager may authorize compensation to non-unionized command staff members for clothing and equipment; under IRS rules, these payments are taxable compensation, not reimbursement for qualified business expenses;and,compensation amounts shall not exceed the amounts paid annually to members of the police bargaining unit. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the establishment of annual clothing and equipment compensation amounts for non-union members of the Police Department command staff is hereby approved.
