RESOLUTION APPROVING CONTRACT FOR
DESIGN WORK ON FIRE SUPPRESSION MEASURES
AT POWER PLANT
FOR THE CITY OF AMES
WHEREAS, the Capital Improvement Plan (CIP) for the Electric Utility contains a total of
$583,000 in 2005/06 for fire protection measures associated with the coal-handling equipment at the
Power Plant; and,
WHEREAS,as a first step in designing the projects needed to accomplish this work,engineering
services must be obtained to study the specific needs of our plant;explore availability of tie-in locations
with the current fire system;review NFPA Codes and possible loss potential;and,begin the design work
of deluge systems needed for the hoppers and crusher area, as well as the coal transfer house and
conveyors; and,
WHEREAS,this is design work that the City does not have the staffing capability to handle;and,
WHEREAS,in 2003,Brown Engineering prepared the initial plans for fire protection systems for
the Plant, Coal Yard, and Cooling Towers, and more recently, the Brown staff has prepared plans and
specifications and analyzed the bids for the first phase of the Fire Protection System,the installation of
the Diesel Fire Pump and related piping; and,
WHEREAS, staff is confident in Brown Engineering's ability to meet the Utility's needs, and
bidding out engineering services for Phases 2 and e of this system would cause delays,more involvement
of staff time, and result in possibly higher overall costs; and,
WHEREAS, Brown Engineering has submitted a proposal of$78,100 for design work and bid
administration for this project; and,
WHEREAS, staff is requesting that the City Council waive formal bidding procedures and
approve a contract with Brown Engineering Company for study,design,and bidding of the Fire Protection
System for the Power Plant Pulverizer and Coal-Handling System.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames, Iowa, that
formal bidding procedures are waived and a contract with Brown Engineering Company in the amount
of$78,100 for the study,design,and bidding phase of the Fire Protection System for the Electric Utility
Power Plant is hereby approved.
