RESOLUTION APPROVING ENGINEERING SERVICES AGREEMENT
FOR DESIGN OF WPC PLANT SCADA SYSTEM
FOR THE CITY OF AMES
WHEREAS,the original construction of the Water Pollution Control (WPC)Plant in 1989 included a
proprietary brand Supervisory Control and Data Acquisition(SCADA)system; and,
WHEREAS, this system provides process monitoring, data acquisition, and report generation for the
facility; and,
WHEREAS, in the 16 years since the WPC Plant began operation, the data acquisition and process
control needs for the plant have increased,and new equipment purchases have not been able to interface with the
proprietary system; and,
WHEREAS,in 2004,staffworked with a consulting firm,Kaeding and Associates,Inc.,(KAI)to identify
a comprehensive,long-term solution to the information and control needs of the facility; and,
WHEREAS,the City Council received a written report that was the result of this study, and that report
recommended replacing the existing proprietary system with a new programmable logic controller(PLC)based
system similar to one that was recently installed at the Water Plant; and,
WHEREAS, the report recommended implementing the project in two phases—Phase I will be the
conversion of the SCADA backbone from the current Unix-based system to a Windows-based PLC system,and
Phase II will include replacement and expansion of field control element; and,
WHEREAS,KAI has provided a proposal for design and bidding services for Phase I of this project in
the amount of$60,966,plus reimbursables estimated at$6,000; and,
WHEREAS, an additional agreement will be made with KAI for the Phase I construction inspection
services once the design work has been completed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the
engineering services agreement with Kaeding and Associates,Inc.,of Minneapolis,Minnesota,in the amount of
$66,966 (plus reimbursables) for Phase I design and bidding services for the Water Pollution Control Plant
SCADA system is hereby approved.
ADOPTED THIS 9'day of August, 2005.
