HomeMy WebLinkAbout~Master - Transfer Agreement with Fort Dodge Housing Agency RESOLUTION NO.05-120 RESOLUTION APPROVING TRANSFER AGREEMENT WITH THE FORT DODGE HOUSING AGENCY FOR THE CITY OF AMES WHEREAS,on May 18,2004,HUD notified the Housing Division that they would be implementing changes to the funding of the Housing Choice Voucher Program(Rental Assistance Program); and, WHEREAS,these changes were the result ofprovisions outlined in the Federal Fiscal Year(FFY)2004 Consolidated Appropriations Act and reduced the amount of rental assistance and administrative fees that would be available to the City of Ames; and, WHEREAS,the impact ofthese budget reduction has currently left the Housing Division unable to refill its Housing Technician position,which became vacant in April 2004;and, WHEREAS,it has also required the City to make program adjustments,such as closing the waiting list and reducing the Payment Standards,ultimately affecting service to current and future customers; and, WHEREAS, on December 21, 2004, the Governing Board approved the request for staff to pursue negotiating a contract to transfer the administration of the City's Section 8 Housing Choice Voucher Program to another area Housing Authority; and, WHEREAS, staff contacted six area Housing Authorities regarding their interest in submitting a proposal to absorb and/or contract services for the administration ofthe City's Section 8 Voucher Programs;and, WHEREAS,two proposals were received,and on February 22,2005,Governing Board directed staff to negotiate a Memorandum of Understanding with the Fort Dodge Housing Agency in connection with transferring of the City's Section 8 Rental Subsidy Programs; and, WHEREAS,staffalso notified all ofthe Section 8 participants,property owners,and area human service agencies of this pending action. NOW,THEREFORE,BE IT RESOLVED that the Memorandum of Understanding between the City of Ames and the Fort Dodge Housing Agency in connection with transferring the administration of the City's Section 8 Rental Subsidy Programs is hereby approved.
