HomeMy WebLinkAbout~Master - Reallocation of CDBG 2004/05 Annual Action Plan Budget RESOLUTION NO. 05-035 RESOLUTION REALLOCATING 2004/05 ANNUAL ACTION PLAN BUDGET FOR THE CITY OF AMES WHEREAS, on August 18, 2004, the City received notification from the Department of Housing and Urban Development(HUD)that the City's Consolidated Plan and 2004/05 Annual Action Plan have been approved and incorporated into the grant agreement between the City and HUD; and, WHEREAS,the grant agreement outlines that the City will receive$589,000 for Fiscal Year July 1,2004, through June 30, 2005, to implement the following approved Action Plan Projects with program budgets: 1) Deposit Assistance Program;2)Minor Repair Assistance Program for Non-Profits;3)Down Payment and Closing Cost Assistance Program; 4) Acquisition/Reuse Program; 5) Curb Accessibility Program; 6) Minor Repair Assistance Program for Single-Family Units; and, 7)Program Administration; and, WHEREAS, to date, the 2004/05 CDBG Program has spent $3,500 on implementing the Deposit Assistance Program,and implementation of the remaining programs will be underway within the next month;and, WHEREAS, due to various start-up delays, staff has been unable to implement the activities in a timely fashion,and these delays have shortened the time frame to successfully spend all of the first year's allocation;and, WHEREAS,Ames will be allowed to rollover$281,000, at most, to the next fiscal year; and, WHEREAS,therefore,it is important that the City attempt to expend as much of this year's allocation as possible; and, WHEREAS, staff would like to propose the following revisions: delay implementation and reduce the budget for the Minor Repair Program for Single-Family units to $42,200 and reallocate the$35,000 to the Curb Accessibility Program,which will increase that budget to $100,000; and, WHEREAS, additionally, staff is working on re-opening the Minor Repair Program through the Ames/Story County Partnership Program that will serve the Ames community as well. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the revised 2004/05 Annual Action Plan Program Projects in connection with the Community Development Block Grant Program are hereby approved.
