RESOLUTION APPROVING PROGRAMMATIC AGREEMENT
WITH THE STATE HISTORIC PRESERVATION OFFICE (SHPO)
IN CONNECTION WITH THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
FOR THE CITY OF AMES
WHEREAS, as part of the City's Community Development Block Grant (CDBG) Program
Agreement with the Department of Housing and Urban Development (HUD), the City is responsible for
meeting a number of environmental requirements, including environmental reviews, flood insurance, and
site and neighborhood standards; and,
WHEREAS, the City is required to contact the appropriate local, state, and/or federal agencies,
following their review format for determinations on specific aspects of the review for each activity and wait
for approval from HUD or the relevant agency before expending funds; and,
WHEREAS, one of the major state agencies that entitlement cities in Iowa need to work with is
SHPO, which is responsible for ensuring that the state and entitlement cities utilizing CDBG funds are in
compliance with HUD regulations regarding identification and preservation of historic properties; and,
WHEREAS,SHPO has been working closely with the Iowa Department of Economic Development
and the entitlement cities to develop Programmatic Memorandums of Understanding and Agreements to
improve cooperation between stakeholders,reduce confrontation, and increase teamwork; and,
WHEREAS, staff has been working closely with SHPO to develop a Programmatic Memorandum
of Understanding for the City of Ames,which outlines the process and procedures that the City will use to
comply with HUD's Section 106 regulations for certain types of project undertakings that may affect
properties and landmarks that are included or are eligible to be included in the National Register of Historic
Places.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames, Iowa,that the
Programmatic Memorandum of Understanding between the City of Ames and the Iowa State Historic
Preservation Office in connection with the administration of the City's Community Development Block
Grant Program is hereby approved.
