HomeMy WebLinkAbout~Master - Appointment to Central Iowa Committee RESOLUTION NO. 05-003 RESOLUTION APPOINTING REPRESENTATIVE TO CENTRAL IOWA COMMITTEE FOR URBAN DESIGN AND SPECIFICATIONS FOR THE CITY OF AMES WHEREAS, prior to February 2002, the following 35 participants, being the Cities of Algona, Altoona, Ames, Ankeny, Bondurant, Boone, Carlisle, Clive, Colfax, Creston, Cumming, Des Moines, Fort Dodge, Grimes, Jefferson, Johnston, Knoxville, Madrid, Mitchellville,Nevada, Newton, Norwalk, Pella, Perry, Pleasant Hill, Pleasantville, Polk City, Sioux City, Urbandale, West Des Moines, Windsor Heights; Board of Water Works Trustees of the Cities of Des Moines and West Des Moines;and Dallas and Polk Counties,duly approved and executed the Amended and Substituted Chapter 28E Intergovernmental Agreement amending all prior 28E Agreements and Supplements thereto relating to the creation, development, and updating of Urban Design Specifications for public improvements and Urban Standard Specifications for public improvements, and substituting therefor an Intergovernmental Agreement for the purpose of 1)creating the Central Iowa Committee to succeed the Urban Standard Specifications Committee; 2) authorizing the Central Iowa Committee to temporarily license said Urban Design Standards and Urban Standard Specifications to the Center for Transportation Research and Education (CTRE) and to the Iowa Department of Transportation(Iowa DOT);3)authorizing the Central Iowa Committee to assign said Urban Design Standards and Urban Standard Specifications to a state-wide organization to be formed to oversee the continuing development and upgrading thereof; and,4) authorizing the City of Des Moines, as Administrator, to assign to CTRE its consultant contract with Snyder and Associates for the provision of professional services (hereinafter the "Amended and Substituted Chapter 28E Intergovernmental Agreement"; and, WHEREAS, on February 27, 2002, the Amended and Substituted Chapter 28E Intergovernmental Agreement was duly recorded in the Polk County Recorder's Office at Book 9099, Page 499; and, WHEREAS,on February 28,2002,the Central Iowa Committee(CIC)adopted the By-Laws of the Central Iowa Committee by unanimous vote of the representatives present from the Cities of Ames,Ankeny,Bondurant, Clive,Des Moines,Jefferson,Knoxville,Mitchellville,Newton,Pella, Pleasant Hill, Urbandale, West Des Moines, and Dallas and Polk Counties; and, WHEREAS, Article II, Membership of the Committee, of said CIC By-Laws requires the Secretary of the Committee to contact each participant entity to request the names of each entity's regular member and alternate to serve on the Committee. The appointment of representatives and alternates to the Committee shall be by resolution or motion of the governing bodies of the participant entities by December 31. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the appointments of Municipal Engineer John Joiner and Civil Engineer Tracy Phares as the Central Iowa Committee representative and Committee alternate,respectively,are hereby approved.
