RESOLUTION APPROVING REVISION TO THE
2004/05 ANNUAL ACTION PLAN PROJECTS FOR THE
CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
FOR THE CITY OF AMES
WHEREAS, on August 18, 2004, the City of Ames received notification from the
Department of Housing & Urban Development (HUD) that the City's Consolidated Plan and
2004/05 Annual Action Plan had been approved and incorporated into the Grant Agreement between
the City and HUD; and,
WHEREAS,the Grant Agreement outlines that the City of Ames will receive$589,000 for
fiscal year July 1, 2004, through June 30, 2005, to implement the approved Action Plan projects;
and,
WHEREAS, at the August 24, 2004, City Council meeting, staff presented major program
concepts for the first four Action Plan projects; and,
WHEREAS, due to delays by HUD in approving the City's Consolidated Plan, Grant
Agreement, and requirement of new entitlement cities to attend a number of mandatory training
sessions, staff has been unable to implement the first four activities in a timely manner; and,
WHEREAS,these delays have potentially shortened the time frame to successfully spend all
of the first year's allocation; and,
WHEREAS, HUD recognizes that it is not always possible for entitlement cities to spend
their annual allocations because of start-up time and allows entitlement cities to rollover a portion
of their allocations each year; and,
WHEREAS, in order to expend as much of this year's allocation as possible, staff has
reviewed this year's program activities and proposed revisions, as follows:
1. Proceed with implementing and spending all of the funds allocated for the Deposit
Assistance ($30,000) and the Minor Repair for Non-Profits Programs.
2. Implement the Down-Payment and Closing-Cost Assistance Program, spend
approximately$70,000 this year and roll the remaining to continue the program in
FY 2005/06.
3. Delay implementing the Minor Repair Program for Homeowners.
4. Proceed with implementing the Curb Accessibility Program and the
Acquisition/Reuse Program and spend all of the funds allocated; and,
WHEREAS,these revisions would spend approximately 50%of the 2004/05 allocation;and,
WHEREAS, since revisions do not create substantial changes to the original Action Plan
projects, it does not require a 30-day public notice.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the revisions to the 2004/05 Annual Action Plan projects for the City's Community
Development Block Grant(CDBG)program, as presented.
ADOPTED THIS 21 st day of December, 2004.
