RESOLUTION APPROVING ALTERNATIVE FOR DEVELOPMENT
OF A COMMUNITY COMMERCIAL NODE
AT U.S. HIGHWAY 30 AND SOUTH DAKOTA AVENUE
FOR THE CITY OF AMES
WHEREAS, the City's policy for land use provides six different types of commercial areas,
including Community Commercial Nodes (CCN); and,
WHEREAS,each of these nodes is to be a cluster of mixed shopping and service uses that provide
a shared attraction in specific locations with good access for the entire community or a major portion of
it; and,
WHEREAS, much of the future community-scale commercial development is to be in these
Community Commercial Nodes; and,
WHEREAS,the current Land Use Plan map provides three locations: 1)in the northeast quadrant
of the community, northwest of the intersection of 13r' Street and Dayton Road; 2) in the southwest
quadrant of the community, near the Highway 30 and South Dakota Avenue interchange; and, 3)in the
northwest quadrant of the community at a location along an arterial road; and,
WHEREAS, land at the first two of these locations is currently zoned CCN, and there has been
development activity in both; and,
WHEREAS,the Land Use Policy Plan(LUPP)and the Zoning Ordinance designate the Highway
30 and South Dakota Avenue interchange as one of the gateways into the community, and each gateway
is to be distinctive with land uses and site design characteristics that promote the appearance of an entry;
and,
WHEREAS,in May 2004,the Council directed staff to work on an overlay zoning district for this
area; and,
WHEREAS,in this area,one building has been completed with both commercial and residential
uses,two single-story commercial buildings are under construction,and a project of eight buildings with
both commercial and residential uses has been submitted for development approval; and,
WHEREAS, in order to understand the issues associated with the CCN, staff prepared four
alternatives for potential development at the U.S. Highway 30 and South Dakota Avenue location; and,
WHEREAS, City staff recommends that the Council approve Alternative Concept D; and,
WHEREAS,Alternative Concept D:assumes currently submitted projects are built as proposed;
eliminates further residential uses from the CCN;employs front setbacks and allows parking only beside
and behind the buildings to promote an attractive environment; compatibility with the surrounding
residential area; and, plantings in all rights-of-way and front yards creating attractive corridors in this
gateway area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that
Alternative Concept D is hereby approved as the basis for the overlay district at U.S. Highway 30 and
South Dakota Avenue with the following amendments:delete the requirement for a 25-foot setback,allow
front-yard parking,change the northwest quadrant on the north side from Commercial to Mixed-Use,and
direct staff to work with the developer to change the planned eight buildings from Mixed-Use to High-
Density Residential, if possible(Commercial running on the west side of Dickinson,Mixed-Use on the
northwest quadrant, with the west end being High-Density).
