RESOLUTION APPROVING REVISIONS TO
PURCHASING POLICIES
FOR THE CITY OF AMES
WHEREAS, the proposed revised purchasing policies would replace the policies that were
approved by Council on May 13, 2003; and,
The proposed policy changes reflect input from users; and,
WHEREAS, the most significant policy changes are:
1. An increase in the capital limit from$500 to $1,000.
2. A requirement that persons traveling out-of-state notify the Accounting Division at least
14 days prior to their departure date to trigger budget and audit procedures.
3. An addition to the approved methods for disposal of surplus property that would allow
scrap metal to be sold or disposed of through a reputable metals recycling dealer without
competitive bids if the value is less than$1,000.
4. The addition of a Code of Ethics reflecting ethical standards for public procurement and
the City's values.
5. The addition and clarification of reporting responsibilities and consequences of
procurement card policy violations.
WHEREAS, the Purchasing Division will conduct training and information sessions with
employees in using departments prior to the new policies becoming effective.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,that
the proposed Purchasing Policies and Procedures, to become effective January 1, 2005, are hereby
approved.
