RESOLUTION APPROVING AMENDMENTS TO THE SECTION 8
RENTAL HOUSING ASSISTANCE PROGRAM ADMINISTRATIVE PLAN
WHEREAS,on May 18,2004,the Department of Housing and Urban Development(HUD)
notified the City of Ames that it would be implementing changes to the funding of the Housing
Choice Voucher Program(Rental Assistance Program)resulting from the Federal Fiscal Year 2004
Consolidated Appropriations Act which was signed into law on January 30, 2004; and,
WHEREAS,these changes have reduced the amount of rental assistance and administrative
fees that will be available in Fiscal Year 2004/05 to the City; and,
WHEREAS, the impact of this funding reduction has prompted staff to review its overall
program administration to determine what adjustments will need to be made to continue
administering the program in the most efficient and effective manner; and,
WHEREAS,Secretary ofHUD Alphonso Jackson offered the following suggestions to assist
Housing Authorities adjust to the new funding requirements:Modify the payment standards,review
the rent, increase anti-fraud activities, and impose or raise the minimum rent for the Voucher
Program; and,
WHEREAS, along with these suggestions, City staff is requesting the Governing Board to
approve the following amendments to the Section 8 Administrative Plan: Closing of the Section 8
waiting list,impose or raise the minimum rent for the Voucher Program,and amend program policy
for portability.
NOW, THEREFORE, BE IT RESOLVED by the Ames Housing Governing Board of the
City of Ames,Iowa,that the amendments to the City's Section 8 Rental Housing Assistance Program
Administrative Plan is hereby approved.
