RESOLUTION REAFFIRMING
FLEXIBLE BENEFITS PROGRAM
FOR THE CITY OF AMES
WHEREAS, in March 1994, the Council granted staff authorization to establish a pre-tax
"flexible benefits"program under Section 125 of the Internal Revenue Code; and,
WHEREAS,this allows employees to set aside an amount of pre-tax dollars to pay for non-
reimbursable medical,dental,childcare expenses,and other related expenses under the City's health
insurance program as the law allows; and,
WHEREAS, Iowa Benefits was chosen as the original plan administrator; and,
WHEREAS, over the years, the original plan has been administratively updated to reflect
changes in the law,and the current plan administrator is now Corporate Benefit Services of America,
Inc., (CBSA); and,
WHEREAS, in researching a related issue, staff discovered that the Council's initial
authorization of this program was for a period of only five years; and,
WHEREAS,staff is requesting that the City Council reauthorize the City's"flexible benefits"
program until such time that the enabling legislation is abolished or that City staff recommends its
discontinuance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the City's employee "flexible benefits" program is hereby reauthorized until such time as
Section 125 of the Internal Revenue Code is abolished or City staff recommends its discontinuance.
ADOPTED THIS 27th day of July, 2004.
