HomeMy WebLinkAbout~Master - Wellmark - Health Insurance Administrator RESOLUTION NO. 04-180 RESOLUTION APPROVING WELLMARK AS HEALTH INSURANCE ADMINISTRATOR FOR THE CITY OF AMES WHEREAS, staff sought alternative bids for administrative services and excess coverages for our self-insured health and pharmacy programs, and added this year were requirements developed by the Health Insurance Team and issued in its final report of September 2003; and, WHEREAS, the following is a summarization of the"keep"elements of the recommenda- tions: Formulary usage program; restrict pharmacy providers; change to three-tier drug program; individualize health promotion;integrated health promotion;education;offer new cost containment health plan; adjust dental benefits; medical insurance request for proposal; and, WHEREAS, a Request for Proposals (RFP) was sent to seven potential third-party administrators, and three submitted a written quotation; and, WHEREAS, staff met at least once with each carrier to review its particular program; and, WHEREAS,Wellmark is the incumbent health insurance administrator,and it has provided above-average customer service and an outstanding record on accurate and timely claim payment; and, WHEREAS, the financial information on fixed costs and expected claims again favors Wellmark. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the proposal from Wellmark for administrative services, specific and aggregate excess insurance, and access fees is hereby approved subject to negotiations on certain contractual issues and staff analysis of excessive insurance levels and other rate items.
