HomeMy WebLinkAbout~Master - Request for Urban Revitalization Tax Exemption RESOLUTION NO.04-152 RESOLUTION GRANTING PRIOR APPROVAL OF URBAN REVITALIZATION TAX EXEMPTION FOR PROPERTY LOCATED AT 2420 LINCOLN WAY FOR THE CITY OF AMES WHEREAS, the property owner of 2420 Lincoln Way is requesting prior approval for a three-year 100%tax exemption on increased value by reconstruction for the 2005,2006,and 2007 calendar years,with respect to work yet to be done; and, WHEREAS,the reported construction value increase for the project is estimated to total$630,000 for 2005,and the City Council is being asked to give prior approval to this project to ensure the developer that the work will receive the tax abatement if done as proposed; and, WHEREAS,the project meets the minimum criteria of the approved Plan,provides an employment opportunity for students next to Campus,and will save an historic structure from demolition; and, WHEREAS, given the historical nature of the project, the Historic Preservation Commission and concerned citizens believe it would be in the community's best interest to require the applicant to make several changes to the design of the facade to bring in closer accordance with historical design principles;and, WHEREAS,at their meeting of April 8,2004,the Historic Preservation Commission recommended unanimously that the City Council approve the request for Urban Revitalization tax abatement for the building improvements,with the following conditions: 1. That the clay brick to be installed on the street level of the building be a darker contrasting color, yet coordinated with the color of the original brick that exists on the upper level of the front facade. 2. That the three exterior doorways include a transom above each door and a limestone lentil about each transom. 3. That"soldier course"ofbrickbe included across the entire front facade of the building in line with the division between the tope of the exterior door openings and the transom windows. 4. That the two original display cases for movie posters be installed on the front facade with one on either side of the entry to the building. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that prior approval for tax exemption for the property located at 2420 Lincoln Way is hereby granted under the condition that the applicant incorporate the Historic Preservation Commission's design recommendations and facade improvements,as listed above.
