RESOLUTION APPROVING TIME EXTENSION TO
SUBMIT THE COMMUNITY DEVELOPMENT BLOCK GRANT
CONSOLIDATED PLAN TO THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT
WHEREAS,on August 11,2003,the City of Ames received notification from the Department of Housing&Urban
Development(HUD)that the City has been identified as a potential entitlement grantee for HUD's Community Development
Block Grant program(CDBG)in fiscal year 2004/05; and,
WHEREAS,under this program,the City of Ames,based on fiscal year budget figures,is eligible to receive$588,000
in CDBG funds for fiscal year 2004/05;and,
WHEREAS,one major requirement in receiving the CDBG funds is that the City must submit a Consolidated Plan
to HUD within 45 days prior to the beginning of the program fiscal year,which is May 17,2004; and,
WHEREAS,the Consolidated Plan is the document that serves as the planning document of the jurisdiction for funding
under any of the Community Planning Development formula grant programs and requires detailed background information on
the community derived both from census data and other comprehensive studies performed by the community; and,
WHEREAS,it also requires that the Plan be published for 30 days to allow for citizen input on the goals and objectives
for the utilization of the funds;and,
WHEREAS, City staff has been diligently working with HUD staff and attending training to put together the major
elements that need to be incorporated into the Plan,and they have been visiting and working with other Iowa entitlement cities
on how their processes work and how they have put their Plans together;and,
WHEREAS,because this is a very important document and process for the City,staff feels it is critical that the City
Council and the citizens understand the financial commitments, implications, and expectations to which the City will be
obligated when the Plan is submitted to HUD;and,
WHEREAS, staff would like to have another opportunity to discuss the elements in the Consolidated Plan with the
City Council priori to it being made available for public comment,and in order to accomplish this,staff will need an extension
of the submittal date of the Plan to HUD;
WHEREAS,staff has been in communication with HUD regarding this request,and HUD has indicated that a two-
week extension should not be problematic.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the request for a time
extension to submit the Community Development Block Grant Consolidated Plan to the Department of Housing and Urban
Development no later than May 31,2004,is hereby approved.
