RESOLUTION AUTHORIZING TEMPORARY INCREASE OF ONE FTE
WITHIN THE FIRE DEPARTMENT FOR FIREFIGHTER
ON ACTIVE MILITARY DUTY
FOR THE CITY OF AMES
WHEREAS, in December 2003, Firefighter Randy Breyfogle was called to active duty as a
part of the 767dr Engineering Team and deployed to Iraq for 18 months; and,
WHEREAS, although not on duty as a firefighter or collecting his salary during this
deployment, Firefighter Breyfogle does count as one of the department's authorized full-time
equivalent employees (FTE); and,
WHEREAS, the Fire Department has a minimum manning level of 11 on duty at any time,
and due to vacations, holiday leave, injury or sick leave, the department operates at minimum
manning levels 72% of the time; and,
WHEREAS, it is staff s recommendation that a temporary replacement firefighter be hired
during the period when Firefighter Breyfogle is serving on active duty; and,
WHEREAS, Firefighter Breyfogle will be reinstated to his position when he returns from
active duty, and it is believed that the new hire can be accommodated by anticipated attrition; and,
WHEREAS,ifnot,the newest firefighter employee will be laid off according to Civil Service
regulations, however, staff believes that if a lay-off was to occur, it would be of a short duration.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that an increase of one full-time employee to cover the time period when Firefighter Breyfogle is on
active military duty is hereby authorized, and that an automatic de-authorization of this temporary
FTE will take place once Firefighter Breyfogle returns to work.
ADOPTED THIS 23rd day of March, 2004.
