RESOLUTION WAIVING FORMAL BIDDING PROCEDURES AND
ACCEPTING THE PROPOSAL FOR
UNIT NO. 8 BOILER TUBE REPAIR AT THE POWER PLANT
FOR THE CITY OF AMES
WHEREAS,on February 11,2004,a boiler tube in Unit No.8 failed forcing the unit off line for repairs
with the outage lasted seven days; and,
WHEREAS,the tube failure was due to thin wall thickness caused by external corrosion from burning
refuse-derived fuel(RDF); and,
WHEREAS,the failed tube was replaced,and other tubes were built up with weld overlay to keep the
needed structural integrity; and,
WHEREAS,in addition to the tube failure,considerable damage occurred to the RDF dump grate when
slag dropped from above due to the sudden boiler trip; and,
WHEREAS, if RDF can not be burned,the Resource Recovery Plant must divert garbage to land fill;
and,
WHEREAS, during the outage,it was noted that there is approximately 675 square feet of water wall
tube area that is very thin and needs to be repaired by applying inconel weld overlay; and,
WHEREAS,all of this work can be performed during a scheduled outage in April at a cost of$158,000,
with the funding source being the Electric Fund; and,
WHEREAS,weld overlay work is specialized work performed by a limited number of companies;and,
WHEREAS,Gulf Copper and Manufacturing Corporation is available to do this work in April for a cost
of$158,000.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that waiver
of formal bidding procedures is hereby approved,and Gulf Copper and Manufacturing Corporation is authorized
to perform work in the amount of$158,000 for Unit No. 8 Boiler Tube Repair at the Power Plant.
ADOPTED THIS 2nd day of March, 2004.
