RESOLUTION WAIVING FORMAL BIDDING PROCEDURES AND
ACCEPTING PROPOSAL FOR LEASE OF FIVE MOWERS FOR
2004 AND 2005 SEASONS
FOR THE CITY OF AMES
WHEREAS,riding mowers have been leased for each mowing season for Parks maintenance,Homewood
Golf Course,and Public Works right-of-way maintenance;and,
WHEREAS, since 1996,this has included two units for Parks,one unit for the golf course, and one unit
for right-of-way maintenance; and,
WHEREAS,these leases have proven to be more economical than purchasing,maintaining,and storing
this type of equipment,and leases,under which new mowers are provided at least every other year,also result in
less down time and eliminate uncontrolled repairs associated with owning the equipment; and,
WHEREAS,Fleet Services has been notified by both companies which have provided the leasing services
that they are not able to provide the same equipment as specified in the 2001 contracts and used during the last
three seasons; and,
WHEREAS,staff requested that both vendors propose alternatives and offer their best prices for the 2004
and 2005 seasons on replacements for the original four machines,plus an additional unit that has been approved
for use by Parks maintenance; and,
WHEREAS,both vendors submitted cost proposals,and staff has evaluated them; and,
WHEREAS, since the total cost of the proposed contracts exceeds $50,000,the purchasing policy calls
for solicitation of formal bids; and,
WHEREAS, staff is requesting that Council waive the requirement for formal bidding procedures and
authorize the proposed lease with Four Seasons Lawn and Sport to furnish five mowers for the two upcoming
seasons.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that formal
bidding requirements for five mowers are hereby waived,and the proposal from Four Seasons Lawn and Sport for
lease of the mowers at a total cost of$69,524.64 for the 2004 and 2005 seasons is hereby accepted.
