HomeMy WebLinkAbout~Master - Allocation for Southeast Entryway RESOLUTION NO.04-008 RESOLUTION APPROVING REQUEST FOR ALLOCATION OF$11,600 FOR SOUTHEAST ENTRYWAY FOR THE CITY OF AMES WHEREAS,the South Ames Business Neighborhood had previously requested financial assistance to improve the entryway in the vicinity of U.S.Highway 30/Dayton Road interchange;and, WHEREAS, the Council delayed making a final decision on this request until more information was provided regarding the following five issues:acquire the easements necessary to complete the design concept;seek financial support from other community sources; complete a design concept with associated costs;work with the Public Art Commission (PAC)for advice on painting Highway 30 bridge;and,create design standards to guide future development in the area;and, WHEREAS,in the meantime,the City Council directed staff to work with the South Ames Business Neighborhood to develop a design concept for this entryway and approved funding coupled with private monies to hire the consulting firm of Dunbar Jones to develop a concept plan and costs associated with an entryway plan;and, WHEREAS,staff was also authorized to submit a$130,000 grant request to the Iowa Department of Transportation (IDOT)for the planting element of the plan,and the City was approved for a$98,100 planting grant along this entryway; and, WHEREAS, the South Ames Business Neighborhood is now coming forward with a three-phase project and requests the following City financial support: $93,000 in 2003/04, $60,000 in 2004/05,and$75,000 in 2005/06;and, WHEREAS, the South Ames Business Neighborhood is requesting funding only for the first two phases of the proposed project;and, WHEREAS,normally,the City Council would delay a request for funding of this magnitude until budget time when this request can be compared with requests from other groups;and, WHEREAS,the business group is aware of;this procedure,but is concerned that valuable time will be lost if we wait until February for decisions regarding three issues;and, WHEREAS,the group would prefer that the City authorize$5,000 to finalize the design of the light fixtures to help raise private donations;$6,600 for contract administration work on the IDOT grant so that planting can be accomplished in a timely manner;and,authorize staff to finalize an agreement with the IDOT for the$98,100 planting grant. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that final action on the total funding request is hereby delayed until final budget decisions are made on February 10,2004;authorize the expenditure of$11,600 from the Hotel/Motel Tax Fund to pay for the design of the light fixtures and administration of the State planting grant;and,authorize staff to finalize an agreement with the IDOT for acceptance of the planting grant award.
