RESOLUTION WAIVING FORMAL BIDDING PROCEDURES AND
AUTHORIZING STAFF TO NEGOTIATE FOR COAL DOZER
FOR THE CITY OF AMES
WHEREAS, a 1989 Caterpillar rubber-tired dozer(wheel loader-type heavy equipment with
a 14-foot wide dozer blade)is operated by the Power Plant at the coal yard for spreading, compacting,
and coal-handling activities; and,
WHEREAS, this is the only unit in the fleet dedicated to this activity, and it is scheduled for
replacement this fiscal year with a budget amount of$290,000; and,
WHEREAS,the Fleet Replacement Fund will have $307,714 escrowed by June 30, 2004, for
this acquisition; and,
WHEREAS,this piece of heavy equipment is unique in that Caterpillar previously was the only
vendor producing this type and size of machine; and,
WHEREAS,after investigation, staff has determined that this vendor is still the only company
that makes this size and type of machine,however,Kawasaki may possibly have equipment to consider;
and,
WHEREAS, due to the limitation of competitive makes and models and the fact that each
manufacturer's piece of equipment may not be similar enough to solicit competitive bids by use of
generic specifications, it would be in the City's best interest to negotiate pricing with the two potential
vendors.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that
formal bidding procedures are hereby waived for the Fleet Replacement Program's Coal Dozer; staff
is authorized to identify potential vendors and negotiate the best acquisition price for the respective
machines;and,staff is directed to evaluate the bids,determine the best piece of equipment and bid,and
order the equipment for delivery by June 30, 2004, at a price not to exceed$307,000.
ADOPTED THIS 13th day of January, 2004.
