HomeMy WebLinkAbout~Master - Land transfer of park land east side of Dawes Drive RESOLUTION NO.03-408 RESOLUTION APPROVING AN EXPENDITURE FOR LAND TRANSFER OF ADDITIONAL PARK LAND ADJACENT TO ADA HAYDEN HERITAGE PARK FOR THE CITY OF AMES WHEREAS,a family in Ames contacted the Parks and Recreation Department to investigate the possibility of donating a 3.87-acre parcel to the City of Ames to be used as park land; and, WHEREAS, the children of Charles Calhoun (deceased) own land located on the east side of Dawes Drive adjacent to Ada Hayden Heritage Park(AHHP); and, WHEREAS, this is an attractive parcel for the City because of its proximity to the park, and based upon the anticipated usage of AHHP,it would be good for the City to have the flexibility to construct additional parking,a small shelter house,grills,drinking fountain, etc.,at the southern-most end of the 437 acres; and, WHEREAS,since Mr.Calhoun's death several years ago,the site has sat vacant,and the Calhoun family would now like to dedicate this parcel of land in memory of him; and, WHEREAS,for this donation to occur,the family has stipulated the following terms: 1)that the site be named "Charles Calhoun Memorial Park" and that permanent signage be located at the site; 2) that the parcel remains more natural than developed—specifically that playground equipment, swings,basketball pad, etc.,not be installed; and, 3) that site amenities can include,as deemed appropriate by the City:a parking lot,shelter house,grills,drinking fountain, crushed rock trail system, and interpretive signage; and, WHEREAS,for this land transaction to occur,the following items need to be completed: 1)an Environmental Phase I Study;2)a land survey;3)a land appraisal;4)the abstract brought up to date by the City Attorney;and,5)a deed accepted by the City Council; and, WHEREAS, staff estimates that it would cost less than$15,000 to accomplish the Phase I Study,land survey, and land appraisal; and, WHEREAS,the Park Land Acquisition and Development Account totals$265,000,and could be the identified funding source to pay for these costs. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the expenditure of up to$15,000 from the Park Land Acquisition and Development Account for an Environmental Phase I Study,a land survey, and a land appraisal for transfer of 3.87 acres for park land along Dawes Drive with the three aforementioned stipulations required by the Calhoun family is hereby approved. ADOPTED THIS 14"'day of October, 2003.
