HomeMy WebLinkAbout~Master - Revisions to parking regulations in CBD Parking Lots RESOLUTION NO.03-385 RESOLUTION APPROVING REVISION OF PARKING REGULATIONS CENTRAL BUSINESS DISTRICT LOTS X,Y,AND Z FOR THE CITY OF AMES WHEREAS,on June 24,2003,the Council directed staff to consider issuing parking permits for a lower fee than the fee required to reserve a parking space under current procedure; and, WHEREAS,the Council further directed staff to investigate the implementation of a reduced fee parking permit in a manner that would allow persons with these permits to park anywhere in the Central Business District(CBD)Parking Lots X,Y, and Z; and, WHEREAS,City staff contacted the Main Street District Association(MSDA)for feedback regarding various parking control alternatives in the lots; and, WHEREAS,the MSDA has requested that the three-hour parking limit in the subject lots be replaced with two- hour,four-hour, and reduced fee permit parking restrictions; and, WHEREAS,staff concurs that assigning the spaces north of the medians for two-hour parking would encourage Downtown workers to leave these spaces for customers,and staff further concurs that assigning the remaining three-hour spaces as four-hour spaces would provide more parking for customers wishing to shop for longer periods of time as well as persons who work in the Downtown area; and, WHEREAS,staff believes that because of the high administrative time required to provide a reduced fee permit system, the cost of the permit would need to be at least $30 per month, and, therefore, does not recommend implementation of this type of system; and, WHEREAS, given the higher fee is only$5/month less than the current reserved parking program, staff does not feel that there would be many persons applying for the reduced fee program,and there would be no demand for it; and, WHEREAS,staff also feels that it would not be fair to the general public to provide a permit that allows certain people to be exempt from time-limit parking restrictions that would still apply to other persons. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa, that the designation of spaces north of the median in Central Business District Lots Y and Z for two-hour parking, the spaces south of the median in CBD Lots Y and Z for four-hour parking, and all spaces in Lots X,Y, and Z that are currently set aside for reserved parking under the existing procedure remain as reserved is hereby approved.
