HomeMy WebLinkAbout~Master - Grant application for plantings along Southeast Entryway RESOLUTION NO.03-303 RESOLUTION APPROVING SUBMITTAL OF GRANT APPLICATION TO THE IOWA DEPARTMENT OF TRANSPORTATION FOR PLANTING ALONG HIGHWAY 30 AND SE 16TH STREET FOR THE CITY OF AMES WHEREAS,on March 25,2003,the City Council approved the design concept for Ames Southeast Entryways and directed staff to take steps towards implementing its first phase;and, WHEREAS, the following directives were given to staff for implementation of the first phase: 1) work with property owners to acquire easements for elements to be placed on adjacent private properties before they are fully developed;2)present the plan to various community organizations to seek commitments for fund-raising to assist the City with implementation of the plan;3)carry out design development and determine firm budget and financing plan;4)work with representative of the Public Art Commission to advise the Iowa Department of Transportation(IDOT)officials on the painting of the Dayton Avenue bridge;and,5)work with area property owners to prepare recommended standards for zoning revisions and/or development agreements to guide future development to be consistent with the design concept;and, WHEREAS,most of these issues need to be resolved before the City decides to begin this entryway improvements project;and, WHEREAS,the design concept illustrates an initial implementation phase that includes plantings,stone and light elements,and painting the Dayton Avenue bridge;and, WHEREAS,the costs for initial grading,planting,and establishing the plants will be approximately$361,800; and, WHEREAS,the IDOT staff has indicated that making application by July for IDOT/IDNR funding for roadside beautification will help the City's chances in obtaining a grant;and, WHEREAS, if the City is awarded the grant,it will need to identify certain funding sources or not accept the grant;and, WHEREAS, it is apparent that crucial issues regarding the scope, cost, funding sources, and development standards have not yet been finalized,however,failure to move ahead as soon as possible might j eopardize the City's ability to receive funding since there is no guarantee the grant funds will be available at a later date. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that submittal of a grant application to the Iowa Department of Transportation for a Permit to Sponsor Highway Plantings is hereby approved with the understanding that the City may not accept the grant until the five directives given to staff are completed.
