RESOLUTION APPROVING CRITERIA TO USE
TAX ABATEMENT AS AN INCENTIVE
FOR ANNEXATION OF LAND
FOR THE CITY OF AMES
WHEREAS,on March 25,2003,the Council approved the use of tax abatement as an incentive
for annexation; and,
WHEREAS,however,prior to tax abatement being used,staff was directed to establish criteria
that would be used if tax abatement is warranted; and,
WHEREAS, staff has the following criteria: 1) that the owner of property must consent to
voluntary annexation to receive the tax abatement; 2)that the annexation shall be in accordance with
the Land Use Policy Plan;3)that the annexation will allow for the efficient and cost-effective extension
of municipal infrastructure and services; 4) that the annexation shall be in accordance with the City's
capital improvement program,budget objectives,and not pose any unnecessary financial burden on the
citizens ofAmes;5)that the annexation shall provide for orderly,cost-effective,and ecologically-aware
development,and 6)that the annexation shall result in a more regular municipal boundary that allows
for a more coordinated and rational provision of municipal services; and,
WHEREAS, staff is proposing a series on general criteria that will provide flexibility to the
Council to approve the use of this abatement on a case-by-case basis; and,
WHEREAS,this tax abatement incentive is not intended to be available for new construction,
new taxable value, or new development associated with the subdivision of property that occurs after
the annexation is finalized.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that
the criteria to use tax abatement as an incentive for the annexation of land as outlined is hereby
approved,and staff is directed to incorporate the criteria into the implementation measures of the Land
Use Policy Plan.
