RESOLUTION APPROVING REQUEST TO CANCEL CONTRACT FOR
PADMOUNTED TRANSFORMERS WITH RESCO AND AWARDING CONTRACT TO
ERMCO FOR ELECTRIC SERVICES DEPARTMENT
FOR THE CITY OF AMES
WHEREAS,on April 22,2003,the Council awarded contracts for the purchase of electric distribution
transformers to be purchased as requested through March 2004,and these contracts are renewable for up to three
one-year periods; and,
WHEREAS, one of those contracts was awarded to RESCO of Ankeny, Iowa, for padmounted units
manufactured by Cooper Industries; and,
WHEREAS,after the contract was awarded,it was discovered that RESCO made an error in the way it
calculated the losses that was stated on its bid, and RESCO and Cooper Industries attempted to find a way to
manufacture transformers with losses as stated on the bid documents,however,they were unable to do so; and,
WHEREAS,RESCO would now like to have the contract for padmounted transformers cancelled and
its bid withdrawn from consideration; and,
WHEREAS,the second low bid was also part of RESCO's bid,however,accepting it could appear to be
rewarding RESCO for its mistake with a higher-priced contract; and,
WHEREAS,ERMCO of Dyersburg,Tennessee submitted the third lowest bid for the transformers,and
these units are acceptable to the Electric Services Department; and,
WHEREAS, ERMCO's estimated total cost for the padmounted transformers for a one-year period is
$301, 819.57.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,the request
to cancel the contract with RESCO of Ankeny, Iowa, for the purchase of padmounted transformers is hereby
approved,thereby allowing it to withdraw its bid from further consideration;
BE IT FURTHER RESOLVED by the City Council of the City of Ames, Iowa,that award of contract
for the purchase of single-phase and three-phase padmounted transformers to ERMCO of Dyersburg,Tennessee,
is hereby approved.
