RESOLUTION APPROVING USE OF TAX ABATEMENT
TO FACILITATE ANNEXATION
FOR THE CITY OF AMES
WHEREAS,often times when property is annexed into the City,there may already be some
form of building improvement on the land that is then subject to taxation by the City once
annexation is complete; and,
WHEREAS, it may be a concern for increased real estate tax burden that influences a
property owner from not voluntarily requesting to have the property annexed into the City; and,
WHEREAS,the Code of Iowa contains a provision where cities can provide tax abatement
as a tool to aid in the process of obtaining voluntary annexation from property owners who would
not otherwise annex into the City were it not for the tax abatement relief; and,
WHEREAS, used appropriately, this incentive can further the goals and objectives in the
City's Land Use Policy Plan (LUPP), and overall growth and development objectives of the City
might be more effectively implemented; and,
WHEREAS,more specific criteria will be developed that will guide the use of this incentive;
and,
WHEREAS,these criteria might include such specifics as:the property to be annexed must
be located in an identified growth area as defined in the adopted LUPP; the owner of the property
must consent to annexing into the City;and,other planning and development objectives of the City
may be adopted.
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the use of tax abatement as an incentive to encourage annexation is hereby approved,and staff
is directed to develop criteria that will guide the use of the abatement incentive.
