RESOLUTION ADDING NEW CRITERIA
TO THE URBAN REVITALIZATION MULTIPLE-FAMILY
CRITERIA MATRIX
FOR THE CITY OF AMES
WHEREAS, on December 2002, the City Council received a letter from Ev Cochrane &
Associates requesting that the City review its policies with respect to multiple-family development
with parking structures in the Residential High Density(RH)zones of the University-Impacted Area;
and,
WHEREAS, the City Council was asked to investigate methods of utilizing the Urban
Revitalization Tax Abatement program as an incentive to accomplish the construction of structured
parking in this area of the City; and,
WHEREAS, on 2/25/03,the City Council finalized a zoning text amendment that provides
that a parking ramp can be located in the RH Zoning District as long as it is within 300 feet of a
mixed-use project in the DCSC Zoning District and the ramp is constructed such that it provides a
portion of the parking supply needed for residential dwellings constructed in a mixed-use project;
WHEREAS, the adopted Urban Revitalization Criteria Matrix does not provide for a tax
abatement for the development of a parking ramp without accomplishing some other stated goal;
and,
WHEREAS, one of the original goals of the City Council was to provide for additional
parking to improve conditions in the University Area; and,
WHEREAS,additional criteria could be added as part of the existing"underutilized"criteria
in the Multiple-Family Residential Criteria Matrix; and,
WHEREAS,the new required criteria would be applicable only in the University-Impacted
Area that is zoned RH and is within 300 feet of a mixed-use project in the DCSC District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that a change is hereby approved to the Multiple-Family Criteria Matrix to add new criteria in the
required"underutilized" category that would include a parking facility constructed in an RH Zone
within 300 feet of a DCSC District if it meets the following standards: (1) The parking ramp is
constructed as an accessory use to a new or existing apartment dwelling. (2) The parking ramp
provides, at a minimum, 50%more parking spaces than is required for the apartment dwelling on
the property where the ramp is located and the mixed-use project for which the ramp is constructed
as a result of the remote parking agreement,as provided for in Section 29.406(18)of the Municipal
Code.
