HomeMy WebLinkAbout~Master - Stormwater Management Plan RESOLUTION NO. 03-079 RESOLUTION ACCEPTING STORMWATER MANAGEMENT PLAN AND AUTHORIZING SUBMITTAL OF PHASE II DNR PERMIT FOR THE CITY OF AMES WHEREAS, for the past year, staff and an advisory committee have been working with a consultant,CDM of Kansas City,to review the requirements for submittal of a permit application to meet the Environmental Protection Agency's (EPA)Phase II stormwater regulations; and, WHEREAS, on March 10, 2003, cities that have populations less than 100,000 and densities of 1,000 persons per acre are required to submit a permit application outlining a program to meet the EPA regulations; and, WHEREAS,the regulations establish that permittees must address the following minimum control measures:public education and outreach,public involvement and participation,illicit discharge detection and elimination, construction site stormwater run-off control,post construction stormwater run-off,and pollution prevention/good housekeeping for municipal operations; and, WHEREAS, each of the control measures must be addressed by work items entitled, Best Management Practices(BMP); and, WHEREAS,the work over the past year identified what program elements could be developed to address the BMP requirements; and, WHEREAS,the output of this work is the Stormwater Management Plan; and, WHEREAS,staff feels that including in the permit application only those work and cost elements needed to meet the regulations is critical to manage the overall expenditures. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,that the Stormwater Management Plan as prepared is hereby accepted,and the Mayor is hereby authorized to sign the Department of Natural Resources Phase II Stormwater permit application.
