HomeMy WebLinkAbout~Master - Engineering Services Agreement for Water Plant SCADA System RESOLUTION NO.03-032 RESOLUTION APPROVING ENGINEERING SERVICES AGREEMENT FOR WATER PLANT SCADA SYSTEM FOR THE CITY OF AMES WHEREAS,data and information systems in the Water Plant currently consist of multiple,stand-alone components, many of which are 30 to 40 years old;and, WHEREAS,spare parts are becoming increasingly more difficult to obtain,and the available space in the Water Plant to continue to install similar controls in the future is extremely limited;and, WHEREAS,for the last 10 years,all new construction projects have included provisions for connecting information and control functions into a centralized control system,and in 1999,a drastic increase in the monthly lease rates for dedicated telephone lines accelerated a transition to radio control for a number of remote sites;and, WHEREAS,these existing systems were all designed to be incorporated into a new Supervisory Control and Data Acquisition(SCADA)system,and a project to develop and install the system is now ready to begin;and, WHEREAS,an eight-member team has been assembled to work on this project from conceptual design through the end of construction;and, WHEREAS, the team includes members from the Water Plant operations and maintenance staff, engineers, and departmental supervisors;and, WHEREAS,the first act of this team was to prepare a Request for Qualifications(RFQ)to select a consultant to assist in the conceptual design of the new system,and the RFQ was sent to 12 firms from around the Midwest with established reputations in the design of SCADA systems;and, WHEREAS,the SCADA team reviewed the submissions of the eight firms that responded and selected four firms to participate in an interview process;and, WHEREAS,based on those interviews,the team has selected Kaeding&Associates of Minneapolis,Minnesota, as the desired firm;and, WHEREAS, the proposal, which covers the conceptual design phase only, is on an hourly basis, not to exceed $23,800,plus out-of-pocket expenses estimated at$2,700. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,the contract with Kaeding &Associates of Minneapolis,Minnesota,to complete the conceptual design of a Water Plant Supervisory Control and Data Acquisition System is hereby approved.
