RESOLUTION APPROVING TRANSFER OF
PROJECT ADMINISTRATOR CONTRACT FOR THE
SUBSTANTIAL REHABILITATION UNITS IN
THE SHELDON-MUNN APARTMENTS
FOR THE CITY OF AMES
WHEREAS, in 1976, the City of Ames entered into a contract with the Department of Housing and Urban
Development(HUD) to be its project administrator for 18 apartment units that would be receiving funding under the
Section 8 Substantial Rehabilitation Program that assists very low-income, elderly, and displaced persons with rental
housing needs; and,
WHEREAS,as project administrator,the City is responsible for project monitoring to ensure that the owner is
administering the program in compliance with HUD regulations,to pay the housing assistance payments to the owner,and
to inspect the units for compliance with HUD's Housing Quality Standards;and,
WHEREAS,on December 10, 2002,HUD notified the City that it will now be mandating that all responsible
owners, agents, and project administrators be in compliance with the Tenant Rental Assistance Certification System
(TRACS); and,
WHEREAS,TRACS is a software tracking system that allows tenant and financial data to be submitted to HUD;
and,
WHEREAS,all project administrators of subsidized multi-family housing units are required to submit their project
information to HUD through this system;and,
WHEREAS, staff researched the cost and the feasibility that it would take to submit our project data through
TRACS and found that to continue as the contract administrator was no longer economical;and,
WHEREAS,staff recommends that the Governing Board voluntarily transfer the project administrator contract
for the 18 units located in the Sheldon-Munn Apartments,and that the City continue to administer the program until HUD
completes the transfer of the contract paper work to IFA which should be by June 30,2003,if feasible.
NOW,THEREFORE,BE IT RESOLVED by the Ames Housing Governing Board of the City of Ames,Iowa,
that the transfer of the project administrator contract for the 18 Substantial Rehabilitation units located in the Sheldon
Munn Apartments is hereby approved, but that the City of Ames will continue to administer the program until HUD
completes the transfer of the contract paper work to the Iowa Finance Authority.
