HomeMy WebLinkAbout~Master - Agreement for 2003/04 Arterial Street Rehabilitation Program RESOLUTION NO. 02-541 RESOLUTION APPROVING ENGINEERING SERVICES AGREEMENT FOR 2003/04 ARTERIAL STREET REHABILITATION PROGRAM (LINCOLN WAY FROM SQUAW CREEK BRIDGE TO BEACH AVENUE) FOR THE CITY OF AMES WHEREAS,the 2002/07 Capital Improvements Program(CIP)scheduled the Lincoln Way Rehabilitation Project in the Arterial Street Rehabilitation Program to be completed in 2003/04;and, WHEREAS,the project budget was$500,000, and the project scope was to repair curb and gutter,remove and replace the median,mill the street surface down to the concrete base,and overlay the entire street with new asphalt pavement; and, WHEREAS, as staff initiated the design effort and investigated the quality of the concrete base that was to be left in place, it was discovered that the concrete was significantly deteriorated; and, WHEREAS, most of the concrete base was constructed in 1926 and then widened in 1953; and, WHEREAS, since then,the street has been overlaid with asphalt in 1970 and again in 1987; and, WHEREAS,staff believes that rehabilitation with an asphalt overlay is not an economically prudent solution as the PCC base course is deteriorating rapidly,thus shortening the time period that asphalt overlays are effective; and, WHEREAS, staff proposes that the project scope be revised to include two different types of rehabilitation; 1)the section of Lincoln Way from Squaw Creek to just west of Elwood Drive be removed and replaced with full depth concrete; and, 2) the remaining section of Lincoln Way to Beach Avenue be overlaid with concrete; and, WHEREAS, it is estimated that the revised project scope will cost $1,000,000 and can be completed between May 2003 and August 2003; and, WHEREAS,the 2002/07 CIP indicated that this project would occur in 2003/04 and would be funded from G.O. Bonds ($100,000)and Iowa Department of Transportation(IDOT) STP grant funds ($400,000); and, WHEREAS, staff proposes that the project still occur in 2003/04 and be funded from G.O. Bonds ($520,000 and IDOT STP grant funds ($480,000),but in order not to change the amount of G.O. bonds proposed for sale next year, staff is proposing that next year's CIP for the Collector Street Rehabilitation Program be set back one year and delay all the projects scheduled by one year; and, WHEREAS,because of staff commitments on other projects, it is not possible for the work to be accomplished in this shorter time frame; and, WHEREAS, staff has contacted WHKS of Ames to see if it would be available to do the engineering work which has previously been retained to design the deck rehabilitation of the Lincoln Way/Squaw Creek Bridge; and, WHEREAS, having the same firm design both projects will allow direct coordination of work items and traffic control; and, WHEREAS,WHKS has indicated that it has staff available to meet the schedule,and the cost of its proposed design contract is $34,500. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the engineering services agreement with WHKS for the 2003/04 Arterial Street Rehabilitation Program (Lincoln Way from Squaw Creek Bridge to Beach Avenue) in the amount of$34,500 is hereby approved.
