HomeMy WebLinkAbout~Master - Plan for funding shortfall to cover increased health-care costs RESOLUTION NO. 02-442 RESOLUTION APPROVING ONE-TIME ADJUSTMENT IN DEPARTMENTAL BUDGETS FOR FUNDING SHORTFALL CAUSED BY HEALTH-CARE COST INCREASES IN 2002/03 FOR THE CITY OF AMES WHEREAS, the City is experiencing an alarming increase in its medical claims that will cause the budgeted totals for 2002/03 to be substantially exceeded and a reduction in the self- insurance fund balance below an acceptable level; and, WHEREAS,in order to meet the projected budget shortfall based on the 2001/02 Amended totals, the City Manager asked the department heads to identify possible one-time cuts in their budgets totaling $422,226 that would not affect services to the citizens of Ames; and, WHEREAS, most of the proposed cuts involve reductions in conferences, training, memberships,dues,subscriptions,part-time help,salary savings due to turnover,capital outlay,and revenue increases; and, WHEREAS,the Police Department has proposed not to fill two vacancies for approximately seven months; however, during that interim, officers from the Special Operations Unit will be reassigned to the Patrol Division to continue service to our citizens; and, WHEREAS,the proposed costs are a one-time event,and continuing these reductions would weaken the City of Ames organization and ultimately affect the quality of service to the citizens. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that a one-time adjustment in the departmental budgets (as attached) to partially offset the under- budgeting for health-care claims is approved.
