RESOLUTION WAIVING THE
FIRST-TIME HOMEBUYER REQUIREMENT
FOR STORY COUNTY HABITAT FOR HUMANITY
AS PARTICIPANTS IN THE CITY'S AFFORDABLE HOUSING PROGRAM
WHEREAS, at their October 23, 2001, meeting, the City Council approved the selection of
Story County Habitat for Humanity and Story County Land Trust as the preferred developers in
connection with the City's Request for Proposals for the development of the City-owned property at
the intersection of 24t' and Hoover and directed staff to negotiate a Developer's Agreement; and,
WHEREAS, since that time, staff has been diligently working with both groups to create a
Developer's Agreement that would meet the intent of the Request for Proposals,which was: to ensure
home designs are compatible with the surrounding Parkview Heights neighborhood,to ensure that the
homes are made available to first-time homebuyers whose gross annual income does not exceed 110%
of the Story County median income limits for purchase price that does not exceed $100,000, and to
ensure than an experienced and qualified individual supervises the construction of the homes; and,
WHEREAS, Story County Habitat for Humanity is requesting a waiver of the first-time
homebuyer requirement for one of its proposed homebuyers; and,
WHEREAS,the homebuyer's gross annual income does not exceed 110%of the Story County
median income limits for a purchase price that does not exceed$100,000; and,
WHEREAS,throughout the City's affordable housing initiatives,the greatest gap in need has
been for first-time homebuyers,however,staff believes it is important that the development of 24t'and
Hoover proceed in a timely manner,and therefore,they do not object to allowing a waiver for this one
homebuyer.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City ofAmes,Iowa, that
the request for a waiver of the first-time homebuyer requirement by the Story County Habitat for
Humanity is hereby approved.
