HomeMy WebLinkAbout~Master - Agreement for STP funding for Dayton Avenue Reconstruction Project RESOLUTION NO.02-073 RESOLUTION APPROVING AGREEMENT FOR STP FUNDING WITH IOWA DEPARTMENT OF TRANSPORTATION FOR DAYTON AVENUE RECONSTRUCTION PROJECT (FROM 13TH STREET TO LINCOLN WAY) FOR THE CITY OF AMES,IOWA WHEREAS,City staff and the consulting firm of Snyder and Associates have been working with the area businesses on a plan to reconstruct Dayton Avenue and build a viaduct over the Union Pacific railroad crossing; and, WHEREAS,since initiating the project discussions in November 1999,there have been six meetings with the area businesses to discuss the project design, such as street widening options,viaduct design,project costs, funding,bicycle paths,sidewalks,drainage,accident history,traffic volumes,construction staging,pavement type, and intersection/driveway modifications; and, WHEREAS,area businesses did agree that it was important to widen Dayton Avenue from a two-lane to a three-lane street from Lincoln Way to East 131h Street and to construct a viaduct across the Union Pacific Railroad's main line to meet existing and future traffic needs; and, WHEREAS,this project is included in the 2000/01 Capital Improvement Plan(CIP)and will be funded with City G.O.Bonds,IDOT grants,Union Pacific Railroad monies,and property assessments; and, WHEREAS,the Union Pacific Railroad has indicated that it will fund$120,000 towards the project to meet their contributory obligation,and$432,000 will be generated through a property assessment program; and, WHEREAS, on August 14, 2001, the Council accepted a grant from the FHWA in the amount of $3,192,960 for the Dayton Avenue Reconstruction and Railroad Overpass Project; and, WHEREAS,the IDOT disburses these grants,and it was necessary for the City to enter into an agreement with the IDOT to receive the FHWA grant monies; and, WHEREAS, this second grant is in the amount of$875,000 and is funded from monies that the local planning agency(CIRTPA)distributes to the governmental agencies belonging to CIRPTA; and, WHEREAS,this grant requires a 20%match of local funds; and, WHEREAS,according to the agreement,the City of Ames is responsible for all costs for the development and completion of the project pursuant to the IDOT specifications and requirements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the agreement with the Iowa Department of Transportation for federal aid (STP funding) for the Dayton Avenue Reconstruction Project is hereby approved. n nnWrrn rune 1 Ith a.,..�r r o- ,,--y,2002.
